My nephew had to take out his trunk battery (Kinetik HC1200,small system, never had an issue) for a trip and left it at my house, I checked it just now and it's sitting at 10.8V. is that normal after about 3 weeks?

DC Power shipped out my new alt in less than 2 weeks. When I got my dual setup last year it didn't take too long either. I've heard stories of them taking forever but haven't experienced that in the times I've dealt with them.

in your opinion can a 270a alt with two d3100's support 7k watts?

I got 2 D3100 1 D3400 1 DC270XP on a BC5500 and I drop to 13.4-5 full tilt. So I doubt I could run a 7k without dropping into the 12s

Had 24s but debating on getting 18s or 17s for my k1500.

My 24s I got for free lol but tires for this size is expensive so I've been debating getting a whole new set a wheels/rims or tires for half that price lol.
