I'm wondering where you are gonna find room to mount those huge crossovers! or are you running active? I wanna see you show off the crossovers!

Yes it includes both crossovers, grills, and all the tweeter mounting hardware and accessories, and both speakers obviously; however it doesn't have the manual. I'm not sure about using different tweeters, but theoretically it should work as long as they are 4 ohm tweeter and can handle at least 75 watts rms (that's what the original tweeters were rated for). If I were you I would post a topic in the general audio section asking so you can get an answer from someone who knows for sure.

What I have for sale is a set of Rockford T1652-s component speakers. 10/10 function 7/10 cosmetically; scuff on magnet boot and a little rust on one terminal never saw more than 65 watts rms from me, and about 60 from the previous owner. Sounds weird, I've never heard of anything like it. I was going to say fuse at first, but that wouldn't be affecting all the other operations of the car. Have you checked the battery to make sure that isn't the problem? EDIT: ninja'd
