One of these bills is going to pass so you have to vote for one or the other. The first one limits who can reproduce with whom, and gives the government the authority force abortions of people with less than triple digit IQs, but a married couple are allowed to have 1 child if they dont meet the requirements. The second limits all having to go through a application process to have kids, controlled by their local government. But the requirements will be less and more based on the financial aspects of said couple.
