What I meant was: why does 5mbps = 1mbps dl on files and 20mbps = 2.2mbps dl on files?

it doesnt. technically speaking, 5 megabits per second is .625 megabytes per second and 20 megabits per second is 2.5 megabytes per second.

all ISPs advertise in megabits because its a bigger number than megabytes.

you were probably just getting faster speeds than what you paid for.

Just as an FYI, schools use rate shaping on their networks, especially on certain types of traffic such as torrents. I know we block torrent traffic entirely (unless it is encrypted, can't do much about that), just so we don't get the shitty RIAA letters.

So your speedtests and your download speeds will likely be completely different. Networking isn't as cut and dry. Do you go to a large University?

If you do, they likely have at least 1 firewall, if not 2+, an IPS/IDS, a packetshaper, a load balancer, a web cache proxy, and a few other devices between you and the "internet".
