In Missouri, its 18 to sell unless its in an open bottle or container, then its 21. Kind of odd IMO, but whatever works for them I suppose.

I believe in va it's 18 to serve beer; but 21 to serve liquor (or maybe it's mixed drinks; idk. I know u have to be 21 to be a bartender but only 18 to sell beer at the "quicky mart"
