I'll add in, I do it when they seem to be all over the road and/or continuously speeding up/slowing down. If they actually have control, I wont.

I've found myself turning my system up when I'm next to someone that's talking on their cell phone/doing their make up/being ignorant while driving. Does anyone else do this? I keep it down at red lights, residential areas, and night time but those kinds of people just piss me off.

If you're interesting in it for the "green-ness" of it, then don't get it. The power plants that produce the electricity for that car put out plenty of pollution. More electric cars = more pollution from those plants = no real advantage.
