    TL = TermLab TermLab measures decibels (which is what I think you want). If you could fit an 18 PROPERLY with the recommended airspace, port area, and tuning.. id go for more cone area. However, if the 18 is in an undersized box, being choked on port area.. the 15 would most likely be louder. You should do some reading

    Look at the manual, at the units specs. Compare that to Stingers specs. That alone does some speaking.. Combine that these are built and sold on a MUCH smaller scale too. Also, factor in that these are handbuilt in CA

    Remember that T1500-1bdCP (1908 on birth sheet) I sold you? I ran that on a pair of SA8v1.5s... not v2s.. but v1.5s Now, that was in like .65/sub.. But I smelled them like once lol.. They took the power insanely well.. With that being said.. You need to be smart. With a box on their LARGER recommended box range.. you dont wanna run too much power. How much port area do you have too? Big ports tend to have a steep drop off.. so thats one more thing to take into account.
