I would suggest a battery tender plus. Yeah it's slow, but it's a nice trickle charge and is safe for all batts. -

Does it smell fried? lol, Make sure to give the wires a solid little tug to make sure they don't pop out at the amp or the batt.

Yes, ideally you would want a 190A fuse on each wire for a total of 380, but idk how big of a deal ~20A difference would make on that amp, probably would be fine, but better to have someone else chime in to be safe. Told not to fuse those by who? Positive inputs on amps should ALWAYS be fused unless you don't care if you blow amps like a $2 hooker blows dicks.

If you measured 7 volts on the input terminal of the amp, no, your amp is not getting the power it needs. Something is wrong with your fuses or your wire or connection point or something. Check them, Make sure everything is tight, no fuses are blown.
