Is the web store cached? If that isn't the case, that alone might resolve the issue entirely. Adding more ram is always good, but eventually you can't add any more hardware and have to resort to going with a front and backend. Better to find the problem Before I left The Planet my servers had purchased hardware which was a pretty sweet deal. They got rid of that as an option I think, but in the future if you need an upgrade they often times have clearance items that can be bought upfront. I used to get extra disks and ram for a one time fee which would be paid for within 3-6 months of their monthly charges.
