Now, I was told that the DD1 can NOT set amps that are over 12K?? Is this true? How many watt amp will the DD1 safely set?

Taken from the manual:

Guaranteed operating range of input signal is 1.2Vrms – 125Vrms. (15,000 Watts at 1 ohm) Autoranging

Well. 175v is really the limit.

If you have a 16000 watt amp i think you reaaalllllly dont give a shit about real clean sound.

Just use your ddm/scope.

Taken from the manual:

Guaranteed operating range of input signal is 1.2Vrms – 125Vrms. (15,000 Watts at 1 ohm) Autoranging

I did some math for ya, just a guess, if wired and 1 ohm with expectation of rise to 1.66 ohm, that would be 125/1.66 = 75 amps AC, 125* 75 = 9375 Watts, so my assumption would be it can't do over a 10k amp. But would depend on imp rise, I would think current would be more of an issue, depending on the internal resistance this puts on the amp. I know my oscope puts .5-.6 ohm load on the amp just as is.
