Depends on where the decimal is, $12.00, $120.0 or $1200..

What is the actual budget cause that can be a bit misleading

What are you ultimately looking for in a speaker?

Crazy ass loud?

SQ oriented?

Something that can play anything while getting loud?

Then look into pro audio speakers as they will get loud and clear.

rockfords T3 components look promising, I love my rockford power series full range and components, they get loud and clear for the power they are on. don't know how they compare to sundown, selenium, crescendo, etc in loudness though.

With that much I'd go active. Start with some morel piccolo tweeters and some exodus audio anarchy mids. Use a crescendo 1000c4 for amplification. Finish everything off with a JBL MS8 for processing. It'll be hard to get everything for under 1200, but it's possible.
