He's pissed that the people we are supposed to trust, the people that are supposed to serve and protect are acting this way towards us normal everyday people. Ive seen it happen many times and it is hard to watch it happen. You're supposed to trust police officers and when you see them do things so crooked in front of your own eyes its disturbing. Just about a month ago I watched 2 officers on foot attack a pregnant woman. She was being a little mouthy to them but not as much to throw her forcefully on the ground and call her a "whore". And the fact more than one person agrees does not make it a circle jerk, it makes it a bukkake scene and you're in the middle Chick took 3 shots of Jager, and then, pissed in my mouth..
