Would 23 hz be so low that it would lose a lot of spl? You would lose a bunch of your high end bass - like 40-45hz and above going that low I've had great luck tuning to 27 and 29hz. Honestly, just do 29 hz if he likes low, 27 if he likes low and has some good midbass drivers. You also need to not go past the Fs of the sub. The mechanical limits should be taken into account when considering tuning. Not just because it feels cool to tune to such a low frequency.
