So when Spongebob goes to notify the town, they hold a meeting in the business place of the "Krusty Krab". Patrick enlightens the town with an idea of moving the town to the bottom of a giant abyss so the giant worm wont be in harms way of the town and endanger any of the citizens. This is where the meme comes from, and that is why it is generally used with pushing something/someone off of something or moving it somewhere.
