Port Area

Yes it matters.  You need to keep port velocity down.

Try this: 

After you determine port area, determine port length to get the tuning.

that is a rule of thumb, not a rule as in law. You can easily create a great box outside of that range. All depends on cone area, xmax, and power applied.

This is correct. If someone gives you that 12-16 shit, they mean well, but they are likely not much more experienced than you are. There are many experienced enclosure builders here that can help you, wait for them to chime in.

What power will you be putting to it, what will it be tuned to and what is the net volume (volume after displacement of sub, port, bracing etc.) of the  enclosure?
