I can shift and drive with my left hand while packing a bowl with my right hand :D i think he would be able to turn the stereo up and down ;)

I just saw a 2003 Toyota Celica GT the other day for $8900. It had 67000 miles on it with 10% tint all the way around. Iirc the Celica's get at least 30 mpg and have a 6 cylinder. They're also a hatch so they can get pretty loud without a ton of effort. That would be something I would consider if I were getting a new car. Oh yeah the car was all black too and looked badass with the windows blacked out. I don't think that the rims were aftermarket cause they were just skinny 5 spokes, but that would be an easy upgrade.
