will it help by adjusting the phase control on the amp... or is it a design flaw with the enclosure?

no it'd be the way your subs are wired.

will it damage anything in the mean time while i trouble shoot the problem? It only does it when it hits real real lows on music, but i can play a 20htz tone and the excursion of both subs are the same.

Ive seen that before a lot, especially with the Powered4Sound Snail shells, John even said the woofers move at different rates due to the box design.

Usually if the woofers both have equal excursion, but are moving at different rates, there is SOME phase issues, but not enough to be to concerned of, unless it has almost no out put

but 1 woofer moving a lot, the other barely moving? odd

I have a ritual called "terminator". I crouch in the shower in the "naked terminator" pose. With eyes closed I crouch for a minute and visualize either Arnie or the guy from the 2nd movie. I then start to hum the T2 theme. Slowly I rise to a standing position and open my eyes. It helps me get through my day. The only problem is if the shower curtain sticks to my terminator leg. It sorta ruins the fantasy.
