Just now watching tonight's episode and this question came to mind right in the beginning, after the initial credits. Rick/Carrol/Darryl standing there in the woods looking at this walker that has a "W" carved into his forehead. Now, who in the H-E-double-L would trap a walker, alive, to carve a "W" into a Z's head? How would you go about doing that with the arms/legs flailing around, trying to kill you? Now if you had them down on the ground, it would be a lot easier to go at them from the head down rather than standing over the body trying to carve into them. But then, you would have to be carving an "M", to make it look like a "W" for others.... unless it is never meant to be "W". So go back to the first line of this paragraph, who do we know that's batty enough to maybe do something like this? Then they have the camera angle looking at the walker head down, showing an M instead of W as the trio walks away..... Might be complete BS, idk, makes me think/hope it's Morgan trying to send a message by carving an M in every Z he can to contact Rick or show he's alive still. My guess is it's being done before they turn, like branding people. We also see these on walkers back during the episode in Noah's neighborhood where someone had cut apart those people in the community and just collected the torsos. Remember, they fell out of the back of the truck when Rick and Company hit it trying to flee with Tyrese. Like you said, looks like there is a group called the "Wolves" that are responsible.
