If you don't have a correct sized die you can crimp with a larger one in order to shape and compress the lug and then put the smaller one on and crimp again. It's a PITA but it makes for a better crimp because when you flatten those side flaps out, they become very weak. The idea is to compress the lug rather than crush it.
