Your tongue, being coated by saliva (No, Not the band, kiddies.), has a low resistance thus allowing the battery to "short" accross your tongue and you feel it. The tips of your fingers have a higher impedance, so, up to a point, you won't feel voltage. The sensitivity to electrical current also depends on thickness of skin and amount of nerve endings in that area of your skin. When you battery is out of the vehicle put one hand on the positive terminal of a battery and the other on the negative, feel anything? Probably not, I don't anyways.
