That is just a general rule that only accounts for window units that exhaust the 100% of the heat outside, where the portable can only exhaust so much of the heat through a tube and the rest stays inside. You have to have a unit capable of cooling the room without taxing it to the point it's working 100% of the time, think of duty cycles which is why i said 10k is about the lowest you should go because of many factors that come into play. Just a computer in a room along with a small fridge can raise the temps enough to become uncomfortable even with an appropriately sized unit and that does not account for people in the room which adds more heat. personally i would get the largest you can afford and see how well it copes with the situation you have. 01 Ford focus ZX3 Pioneer AVH-X491BHS PPI PC 4800.2 Morel Maximo 6.5" x2

Ended up returning it after a day because like Skullz said, it doesn't dump out ALL the heat so you have to combat the heat generated by the AC unit. On an 83 degree day, the coolest it got was 75-77 degrees. If I'm dropping $350 for a portable AC unit, it needs to get a helluva lot cooler than that.
