Budget is around $1000 You're not gonna get a .25 amp that'll do that inside your budget. What're you running on 10k? If I'm honest, go get a DC Audio or Soundstream X3. You'll get either for a decent price for the power they'll put out.
CstrokerV
.. only $1000 on amps probably not gonna happen might find 2 used amps for a little more ... your electrical running that low gonna cost you more than $2500 you might want to re-evaluate what you are trying to do or run my build http://www.stevemeadedesigns.com/board/topic/142505-small-build-log-4-dc-lvl3-10s-tl-update-link-to-rebuild/ http://www.stevemeadedesigns.com/board/topic/154258-rebuild-6-lvl3-12s-update-small-video-nothing-spectacular/ new build http://www.stevemeadedesigns.com/board/topic/188181-03-trailblazer-slow-build-8-dc-lvl3-12-m1-motor-m2-parts/
RainStryke
I've seen a few members on here with Ampere Audio 3800's at a quarter ohm. American Bass VFL series amplifiers can take up to 18v. You could also look into something like a Twisted Sounds 6.5K HV... but it's a little beyond budget. With black Friday/cyber Monday coming up, you should be able to get around 15-20% off though.

hdorre
I know you mentioned a single amp, but Nendo 3500s go for $500 used here.
