When you get a customer that comes in on a limited budget and doesn't want to spend any more money... sometimes shit like that happens. I'd imagine it's actually sealed decently, great stuff is crazy. Still not how I would have done it, but i've seen MUCH MUCH worse. And looks like 16gauge wire... i wire up cheap entry level subs all day with the stuff. But I totally hear where your coming from with customers on a tight budget. There is some things that you should just tell them "no" too.
