Amp fuses!

A 300 Amp fuse wont typically blow instantly at 300 amps. If it does chances are it is faulty. It takes some time at 300 or more amps to pop the fuse. (using your numbers.) like wise that 3500 watt amp is not drawing a constant 400 amps. If it were and you had it on a 300 or 350 amp fuse it would pop after some time has passed. Someone else might Chime in with more detailed info, but hopefully this helps

Fuses are for the wire used I’m pretty sure.

U are correct fuses blow to keep your wire from melting or starting on fire and blowing your amp.
