so does sound deadening in 35 degree weather affect how well the deadener will stick to the panels?

Apply some heat to it, and it should hold. If it's good deadener, you shouldn't have any problems

last time I worked with an asphalt base this time a butyl base.

i think it will still stick like it should only problem is the flexing of the deadner
