Well I'm in the police academy at the moment and figured since I just turned 21 it's time to get something to practice with. Went to the shop/range and talked to a local sheriff who works there for a good 2 hours and he pointed me in a good direction to start. A Glock 19 is what I came home with and so far it's pretty easy to take apart and handle all around. Going to put a few hundred rounds through it at the range when I get time, but here it is. A lot of people ask for handouts, doesn't mean they get them. And how do you know your build is being overshadowed, because people are just looking and not commenting? And tons of people put 10+ hrs into their rewire easily and don't complain when they don't get a compliment. If you want people to bow down and kiss your feet you better be doing something big, because chances are your build is just like everyone else who has busted their ass, yet they're not complaining. I think you're forgetting why people do builds, because they enjoy what they do and don't give a shit who cares or what people say about it. If you go around trying to just get compliments this world is going to be a big disappointment for you. In short, do it for you and quit bitching when you're not praised, which is what you're doing. -
I'd suggest you do a lot of research around here and figure out what it is that you want instead of us basically telling you. I can tell you have no idea what you'd be getting yourself into so quit asking all the questions and just read, there is more then enough info on this site for you to learn from. And if you're going to do a big build, read what it takes and do something different instead of what everyone else is doing. Not trying to come off as an ass but man you need to actually research all this stuff yourself instead of asking about every single aspect of what it is that you should do.

To be 'loud as hell' you'll need quite a bit of money to do it right and have it last. Anything hatchback will be loud off of a little power, though. I suggest you do some research on what you want and plan it out if you're planning a build around a vehicle. Set your goals first then go from there, but people come on here all the time wanting to be loud as hell and I'd say 90% of the time they fall short because they don't know what the hell they're doing. Save yourself the time/hassle and figure out what exactly it is that you want to do.

Can always hack (if you want to call it that) your rank back up if you so choose. I got tired of always prestiging so at my 5th prestige I just bumped it to the last prestige but I left the goals alone so I still have to earn the titles and emblems. After prestiging so many times it got old and I'd rather focus on working with each gun before I'd have to prestige and hault my progress with that gun until unlocked again.
