So the complaining stops...after this month is over if you previously won SOTM that VEHICLE is no longer eligible. So instead of a new set up it has to be a whole new vehicle but the winning once a calendar year still stays so if the person has 15 cars they cant win every month still. does that sound more fair to everyone?

I think the COMPLETELY new install should stay the same. BUT. The calendar year should be removed for a FULL year. These people already won once. You can wait to win again. Let the other people have a chance.

Finding out the month and year people won is very easy. They have their own section for the month and year they won.

This is just my option and I'm not back talking you in any way. You asked if it was fair and I personally think no.
