As soon as he dropped his book bag the cops should have put him on the ground. Most anytime someone makes a move like that they are about to get physical. All we can judge actions off of is what happens during that video... Those were some pretty laid back officers as far as I am concerned because most cops that i know would have taken someone down when the subject jumped in their face in an aggressive manner...
