And damping factor is most important at low frequencies so it's mostly needed in sub and midbass. Most amps I see dont even get higher than 400. how does it affect those frequencies?

From the way I see it, WHen music, or freqiencies are played through your speaker. Even after the sound has been played, there are still vibrations present in the suspension and cone of your driver. Higher damping factors help with controling that and eliminating it. Most effective from 1-500hz.
