I cant really tell from the pictures, but Im assuming the paper layer is just to prevent itself from sticking to itself while coiled. It can stretch to make thinner and once pushed onto a surface it will bond as well as Damplifier/Damplifier Pro because it is made from the exact same butyl rubber Damplifier is manufactured with. The wax paper in between the roll keeps it from sticking to itself and the side with the wax paper is flat for easier attaching with the rest of the rope being rounded.
