If you gift someone money and they don't send your item you can't open a claim, your screwed. I has something similar happen not too long ago. I went to purchase something and it wouldn't let me add funds from my bank account for some reason so I did it with a credit card. The payment went through and was pulled back because an issue with my card. I was able to use my other card and fixed the situation. Hopefully he just had something stupid happen on his end and will fix it as soon as he sees the problem.
