That's all bad typically there is a threaded bolt welded to the thicker sheetmetal where the seatbolts get their bracing from, this is much thicker to start than the center of ur floorpan and that's before the bolt is welded in And most of the bolts on fords are strech style, ment to go in once and not be reused!, and typicallly they are torqued in pretty good I would try notching the baffle first but if you must move the belt forward id suggest u weld some metal underneith to support ur belt then drill through that and put a hardened steel bolt! Typical in a vehicle there are no locations other than the factory location that will be adequate. This, Unless you are going to weld some 1/2 steel plate under the car (like a 2"x4") for the new location and put a bolt and nut+lock nut underneath. Plus you have to deal with possible fuel lines/brake lines and other things that you may have to take off to even do that. Not a good idea really.
