Could use a big slab of clay to keep it cheap unless you HAVE to have it clear underneath. My friend did a big desktop with dip can lids.......lol not what I would do but he needed help, brought a $5 bag of 25lbs of clay, rolled it out to fit the table, and then wet and scored the surface, pushed them down into place, let it dry over 2 nights. Came out looking great. Another cool thing is being able to use different color clay, and you can adjust the pieces for a while if you don't like it or to align them better......just an idea. The clay I brought was for wheel throwing, so it was supposed to be kiln fired, but it came out fine and held just fine without it, but since you can plan ahead they make plenty of non-fire clay too. But unless you plan on having the clay exposed to something that might hit it pretty good, it wouldn't be a problem either way. So it you want to try some color background and keep it cheap you might consider it. But if your definitely set on having the clear behind it (typical), epoxy it is.
