Electricians - get in here wtf is this?

I have a mystery outlet... Needs a plug.

It's not a 14-20, 15-20, or 18-20. The prong circles on them are too small to fit this.

Each individual leg of this outlet is ~115v. And the leg-to-leg voltage is ~200v. Same voltage for all 3 leg-to-leg combinations. The locking piece with the dog-ear on it is dead/ground(not neutral, but ground).

Guys at stoneway electric couldn't figure it out either. Didn't seem to match their charts.

Any ideas?

That looks like what my step dad used to plug in the generator. I think its a generator plug.
