I'm pretty sure my town still has the highest crime rate and murder per capita. I think its because they have no outlets for the youth and young adults. When they open up a new club they will have ashooting and killing then it closes. These buissneses don't last. Plus stockton ca is a major stopping point and hub for drug trafficking which in turn promotes gang activity and crime
